I understand that Driver Controlled Operation has been in safe operation for over 30 years on many of our commuter networks. The Rail Safety and Standards Board and the Office of Rail and Road have conducted research projects into Driver Controlled Operation and concluded that with suitable equipment, proper procedures and competent staff in place, it is a safe method of working.
I know Ministers recognise the value which the travelling public place on being able to get help, information or access to services from a member of staff. With growing passenger numbers over recent years, I want more staff on our railways, not fewer.
All train companies should do everything possible to make travel easy for those with disabilities. Train companies must comply with the Equality Act 2010. As a condition of their operator licence, train companies must also publish a Disabled People’s Protection Policy, which sets out assistance available to passengers with disabilities or reduced mobility and it must be approved by the independent rail regulator.
